Personal Licence Course (PLH)
It is good to know that you can train and go your exam for a PLH (Personal License Holder) before you are 18, but to hold a Personal License in most of the UK, you must be a minimum of 18 years. A PLH (Personal License Holder) is a qualification necessary for anyone in licensed premises, who is authorising the retail sale of alcohol. These premises are bars/pubs, nightclubs, casinos, restaurants, supermarkets, convenience stores, sports/social clubs, entertainment establishments, leisure parks and any other place or venue where the sale of alcohol transpires.
Managers, assistant managers, DPS (Designated Premises Supervisors), bartenders and anyone who is in a position that authorises alcohol sales must be a PLH (Personal License Holder), but not every bar person has to have one. NCPLH (National Certificate Personal License Holder) or ALPH (Award for Personal License Holder) decides if the applicant is qualified for a license. Without a license, no one can allow the consumption of alcohol on their premises nor can they serve, give away or sell alcoholic beverages.
The PLH course that GSS offers teaches some intriguing subjects, such as, all the basics of applicable laws and the responsibility socially that involves the role of PLH. More topics that are studied are: food safety, hospitality, preventing crime and disorder, protecting children from harm, public safety and how to secure it and protecting/improving public health. Each category is broken down to cover information that is pertinent to know.
The training is important because there is a responsibility regarding the safe use of alcohol in a community and training reinforces it. Selling alcohol to those underage has to be prevented; therefore you are taught the effects of alcohol on the underage. Other topics of interest are: legal hours of operation, responsibilities of servers/sellers, how to identify minors, forms of identification that are acceptable and what to look for with false ID. A student card will be acceptable if it has the word PASS upon it.
For example, do you know what forms of identification are acceptable in the UK? Most people know some of the various forms of ID, but not all of them. The acceptable forms of identification, which must all be photo (picture) ID are: current and valid UK driver’s licence,a PASS card, passport and a BITE card. PASS stands for Proof of Age Standards Scheme. In the event that your PASS card is declined, you may fill out a ‘card refusal form’. This will be sent to the card issuer, who will then find out why your card was rejected, through an investigation.
BITE means ‘Be Identified Through Essex’. The card is available through the ages of 11 – 16, which is broken down into three age groups: 11 – 13; 14 -15 and 16 plus. Clubs can reject the card, even though it is an acceptable form of ID, as they have their own rules and may refuse entry as though see fit. Due to the fact that pubs and clubs can still refuse the PASS or BITE cards, many students opt to get the provisional driver’s licence. The driver’s licence or passport are valid IDs that will be accepted anywhere.
These are some of the fun topics (yet serious when dealing with the public) that are studied in the PLH course that GSS offers and it is always good to know what IDs are unquestionably acceptable, no matter where you go. This course will broaden the horizon of your knowledge. In conclusion, it is imperative to take this course if you want to sell alcoholic beverages or authorise the selling of alcoholic beverages to the public.
Level 2 Award for Personal Licence Holders (QCF)
The law requires alcohol sales on licensed premises to be made or authorised by a personal licence holder. Individuals applying for a personal licence must hold an accredited licensing qualification such as the Level 2 Award for Personal Licence Holders (APLH).
The qualification is accredited by both Ofqual and the Home Office, and has been designed to meet the statutory requirements of the Licensing Act 2003. Furthermore, whilst comprehensively covering the full framework as set down by the Government, the PLH qualification is extremely straight-forward, user-friendly and free from unnecessary jargon. It also provides excellent value for money without compromising on quality.
The aim of the PLH qualification is to provide candidates with essential knowledge of the legal framework surrounding the sale of alcohol in England and Wales. This includes key information on the responsibilities of personal licence holders, duties of the Designated Premises Supervisor, the role of licensing authorities and police powers regarding licensed premises.
Achievement of the qualification forms an essential part of the personal licence application and will enable those selling or authorising alcohol sales to operate both legally and responsibly.
